Since 1962 he lived and studied in Irkutsk. In 1983 he has graduated from the Irkutsk polytechnic institute. He worked in regions of Far North and Far East on a drilling of the wells and driving of the underground mountain excavations as a boring foreman. In 1988 he has moved in Kyiv. He worked in the same area of production in various regions of Ukraine. In 1991 he has given up his work on an old speciality and finally has passed in area of fine art.
His father, Shevelyov Vyacheslav Yakovlevich, was a Moscow artist and he taught him painting and drawing. The professor of the Ukrainian Academy of applied arts V. Puzyrkov , the teachers: A. Vasiliev , S. Patseevsky , V. Perevalsky , A. Dobrolega were his teachers.
He is married. He has two daughters. The place of his residence is Kyiv.
Artworks are on permanent exhibition in the gallery "Globus".
