He was born on the 20th of January, 1940, in Kursavka of Stavropol Territory. Russian. He has a higher education (The Kyiv polytechnic institute). The engineers-mechanics.
He worked at the industrial enterprises in Krolevets, Petrozavodsk and Shostka and became a superintendent.
He began to take a great interest in painting and poetry after having retired on a pension /1992 /.
V. Neprin is a member of The International Company of the Free Travellers of Moscow and a member of Club of the literature and art "Logos" (Shostka).
His first verses the author began to write as the dedications to his paintings.
In his verses the slow meditation, cast by the majestic nature of Kareliya, philosophical judgement of life, pain for occurring today, hope, sounding contrary to all sounds.
